For a long time, a few countries outside the region have deliberately distorted facts, stirred up tensions and incited confrontation in the region. Washington, in particular, has exerted itself to hype up a so-called threat to the "freedom of navigation" in the South China Sea, a claim purely fabricated. If the "freedom of navigation" was jeopardized, China would be the top victim. For the United States and other countries outside the region, which have been muddying the waters in the South China Sea in an attempt to sow discord between China and regional countries, they probably have felt a let-down with the release of the joint statement in Phnom Penh, as it would be more difficult for them to sow new discord between China and ASEAN countries. In fact, the relationship between China and ASEAN has been, and continues to be sound, healthy and robust. ASEAN countries have long been China's close neighbors across the sea, trustworthy friends and partners of common development, and China has vowed to unswervingly treat ASEAN as a high priority in its neighborhood diplomacy. All in all, China and ASEAN countries have wisdom and capacity to resolve differences and keep the key in their own hands to handling issues related to the South China Sea.
